• 새 OPChain을 배포할 때 chainIntent.GasLimit 필드를 통해 사용자 지정 블록 GasLimit을 지정하는 기능
• 기본 tx.GasPadFactor를 2.0 -> 1.2로 줄여 Fusaka에 대응(opcm.deploy가 동작하도록 하기 위함)
• intent.toml의 contracts locator 수정(tag:// locator는 더 이상 사용되지 않으며 embedded로 대체됨)
  1. embedded(기본값) - op-deployer와 동일한 브랜치의 컨트랙트 아티팩트가 포함된 artifacts.tgz 파일을 임베드하여 호환성을 보장합니다
  2. https:// - 원격 서버에서 artifacts.tgz를 다운로드합니다
